ZDOPS in SOPS skupaj v socialnem dialogu do predlogov izvedbenih rešitev na področju pogojev dela in zaposlovanja v obrti in podjetništvu

Projekt DialogeS je bil odobren na Javnem razpisu za sofinanciranje projektov socialnih partnerjev za leti 2013 in 2014 v okviru 1. Razvojne prioritete: Spodbujanje podjetništva in prilagodljivosti 1.4. prednostne usmeritve: Pospeševanje razvoja novih zaposlitvenih možnosti Operativnega programa razvoja človeških virov za obdobje 2007-2013.

Izvajanje projekta (operacije) je potekalo od 8. avgusta 2013 do 31. avgusta 2014.

ZDOPS in SOPS pokrivata velik in raznolik segment gospodarskih panog, ki jim je skupni imenovalec obrt in podjetništvo, zato so projektne aktivnosti dosegle in učinkovale na obsežen sektor obrti.

Strateški cilji projekta so bili:
• Okrepitev bipartitnega socialnega dialoga v obrti in podjetništvu zaradi priprave predlogov k razvoju aktivnih politik trga dela na podlagi novega ZDR in novele ZUTD.
• Priprava podlag za spodbuditev priprave predlogov rešitev za izboljšanje pogojev dela, zaposlovanja, ukrepov APZ in vseživljenskega učenja s posebnim poudarkom na obrt in podjetništvo.
• Priprava predlogov za boljšo ureditev delovnega okolja in organizacije dela z namenom uveljavitve medgeneracijskega sodelovanja, usklajevanja zasebnega in poklicnega življenja ter ureditve učinkovitega mirnega reševanja individualnih delovnih sporov v bipartitnem socialnem dialogu na področju obrti in podjetništva.

Trajnostne učinke projekta prepoznavamo predvsem v znanju, ki je ostal med deležniki in ciljnimi skupinami na podlagi aktivnosti informiranja, ozaveščanja, usposabljanja in razpoložljivosti dokumentov.

 

About project DialogeS

Association of Employers in craft and small business of Slovenia (hereafter ZDOPS) and Trade union for craft and small business of Slovenia (hereafter SOPS) implemented a project DialogeS from August 2013 till August 2014. The project was co-financed by European social fund of which call was published by the Slovenian Ministry of labour, family, social affairs and equal opportunities.

DialogeS stands for Joint proposals of ZDOPS and SOPS for improvement of work conditions and employment in craft and small business being made in social dialogue.

ZDOPS and SOPS are having a status of a social partner. Both are present for decades and are non-profit institutions with a voluntary membership. ZDOPS is very active in European and International bodies.

In the project, the following topics are addressed: flexicurity, measures of active employment policy, part time employment, qualifications, projections for needs and supply on the labour market,  new employment opportunities, migrants, empowerment of regional and sectoral mobility, improvement of a work environment,  increasing (and promoting) flexibility and competitiveness of businesses and their employees,   motivation and activation of human resources for finding and identifying entrepreneurial potential,  reconciliation of work and private life and intergenerational cooperation at the workplace, health and safety at work and work at home.

Aims of the project:

  1. Strengthening bipartite social dialogue in the craft and small business in order to prepare proposals for the development of active labour market policies due to a new Employment Relationship Act and modernized Labour Market Act.
  2. Preparing initiatives serving for further preparation of solution proposals related to  improvements of working conditions, employment, measures of active employment policy and lifelong learning with a particular emphasis on craft and small business.
  3. Preparation of proposals for improved regulation of working environments and work organization in order to enforce intergenerational cooperation, reconciliation of private and professional life and organization of effective peaceful settlement of individual labour disputes in bipartite social dialogue in the field of crafts and small business.

The project had the ambition to increase awareness of both social partners, to improve cooperation with stakeholders and policy makers in the labour market, improved practical solutions to the implementation of the above mentioned Acts and improved the communication of local Employment service offices with employers and increased a workforce transition from unemployment to employment. Intensified cooperation with Employment service of Slovenia was one of objectives.

Furthermore, good practices for above mentioned topics had been observed in Austria, Germany and the Netherlands.
Expected impacts:

  • Raised (joint) understanding about the topics among project partners and its members.
  • Improved understanding of challenges and measures abroad.
  • The modernized (2014) collective agreement with mediation and arbitration.
  • Proposed proposals: consideration by the policy and measure makers.
  • Launched debate about improved prognoses related to the labour market trends and vocational education and training for the sector of craft and small business.

Expected results:

  • Provision of information via websites, articles, conferences and workshops;
  • Leaflets for employers, employees and unemployed, three studies and final publication (Slovene language only);
  • Modernised collective agreement for sector of craft and small business available with a commentary;
  • Strengthened cooperation with Employment service of Slovenia and institutions in Austria, Germany and the Netherlands;
  • Provision of trainings for employers and employees related to the topics of the projects.
