In the Official Gazette of the Republic of Slovenia, No. 27/2025 of 23 April 2025, the Act on Amendments and Supplements to the Act on the Methodology for Calculating Network Charges for Electricity Operators was published, which entered into force on 24 April 2025.
It supplements Article 12 of the current act, which deals with the determination of the billing capacity of the system user, by adding a new provision regarding the consequences for the electricity network user in the event of a change in the agreed billing capacity. If the user changes the agreed billing capacity determined by the electricity operator, he must pay the network fee for excess power based on the excess billing capacity. However, if the user does not change the agreed billing capacity determined by the electricity operator, the network fee for excess power is not charged, and the electricity operator must inform him monthly about the exceeding of the billing capacity and the costs that would be incurred if the network fee for excess power were charged.
The regime for determining the calculation of network charges to a system user who participates in the provision of system services has changed (Article 21 of the act).
The provisions regarding transitional periods for charging the network fee for excess power (Article 52) have also been changed. For system users with a connected power equal to or less than 43 kW, there is no longer a specific end date until which the network fee for excess power will not be charged. Instead of a temporary measure with a specific timeframe, this becomes a permanent arrangement from 1 October 2024 onwards. There is also no longer a specific end date for system users with a connected power above 43 kW. The measure thus becomes permanent from 1 January 2025 onwards, not just until the end of 2025.
